I only received anchors and screws. Not a deal-breaker for me, because I received the brackets (and wood screws) with the sink. However, I can see how this can upset less fortunate people, so depositing just 3 stars and this review.

I bought a Toto sink and while it came with the metal brackets for mounting and wood screws, I needed to purchase a THU410 to mount to a granite slab.The THU410 kit includes 4 machine screws and 4 anchors. That's it. If you don't have mounting brackets already, you'll need to buy a THU408 or THU409 to get those.The illustration online is wrong, so I've snapped some photos to help you know what to expect when you order THU410.

Though the picture clearly shows brackets and the description might indicate that the anchor set is complete, all I received was for bolts and for lead inserts. The shipping label says the package should weight about 1.4 lbs, but what I received (box and contents) only weighed about 0.5 lbs. I would say it's pretty clear that is missing components that should be there, but the seller's response was basically, "we don't know what should be included, we just send what we get from the manufacturer." I'll probably end up returning it, but I'll still be out the shipping cost. $23 for four bolts and cheap anchors is just dumb. You can't mount a sink with this "set"
